Poor management (Owner)

Leased a space for my 2007 rv december 1, 2009. I am working here in Tyler from out of town. Jan. 6, 2010 , I had a note on my door after getting in from wk that said due to the winter blast the owner was turning off the water from 1-7-10 thru 1-10-10 and to fill your holding tank. Anyone with just a small amount of intelligence knows that standing water 32 degrees or below will freeze and running water will not. I had my fresh water hose wrapped with heat tape and insulation and insulated his pipe and spicket on arrival. my holding tank froze and now is cracked. I am used to living in below freezing weather and never had an Rv park turn off the water. Sunday he turned the water on and had busted pipes and the smell of urine was very bad behind my rv. I had no sewage leaking. Wednesday, ( 4 days later) water or sewage was still running across the road in the park next to my spot. I got no where talking to him about this situation, and he said he may have to turn the water off again if we have another cold spell. This is very unsanitary with the fresh water. I would not reccomend anyone staying in this Rv park. I did not get half the months rent back that I did not use.
