The California Coastal Commission is an independent and quasi-judicial state agency. It is one of the designated coastal management agencies for the purpose of administering the federal Coastal Zone Management Act (CZMA) in California. The agency conducts oil spill prevention and response programs. The California Coastal Commission deals in the protection, conservation, restoration and enhancement of environmental and human-based resources of the California coast. It also implements the Coastal Access Program in partnership with other state agencies, such as the federal, regional and local park and recreation entities. In addition, the agency conducts several public education programs. The California Coastal Commission offers permit application and appeal forms for individuals.
