I lived here for about a year, I also got lied too and agree you should record or get everything in writing. The area is full of crazy people who just wander around all day, drink, do drugs, and violently harass people. I would never recommend you live here but that is a personal opinion and you don't know me, so allow me steer you in a direction to make your own educated decision. Things you can do.....1) call the local Ogden City Police Department and ask them how much they visit the place (it's daily) and here's their number 801-629-8060 2) You could visit the place on a Friday or Saturday night and drive through 3) You could also take into consideration the multiple negative comments made about this place on various apartment review boards, so far I haven't read anything false.
