Special Services is comprised of engineering, environmental operations, internal services and administration divisions. Its engineering division plans and oversees projects and is responsible for the design and construction of county buildings, parks and sanitary sewer infrastructure. The department s environmental operations division handles the operation, maintenance and repair of sewers, wastewater pumping stations, wastewater treatment plants and county-owned storm water management facilities. Special Services also operates an internal services division that is responsible for the upkeep and maintenance of county-owned buildings, parks and grounds. It is governed by New Castle County in Delaware, which additionally manages purchasing, public safety, human resources and finance departments.
