No luck for first time car owners and drivers

I admit Webb Wilson does offer an excellent price on their insurance but their lack of dedication to provide clients with insurance is disappointing, as a first time car owner and driver I was hoping to get insurance on my own car so that I could learn how to drive in my own car,and they told me that without a license they cant start a policy. They suggested I ask someone for their license #, sounds to me like identity theft. I tried anyways and as expected I got no license #. Im still trying to find a loose end someone where.
