AC has been out for 2 months and management refuses to fix it. "It is not in the budget" they say right before suggesting I move out because they will keep my deposit.

Management is extremely rude, their maintenance is virtually non existent. they have renovated the outside pretty well, but if my apartment was newly renovated when I moved in as they claimed, then they have some serious problems. roof leaks, floor has soft spots, half the appliances don't function of malfunction. They do not respond to request for repairs even after constantly asking them for months. It's hardly a quiet place so don't believe that, even though it's in your lease. They love to violate your lease. Specifically section 18 which prohibits them from instituting community rules which cause you to incur cost higher than the dollar amount agreed upon. Slum Lords in the truest sense of the words.
