No sauce for promotional item

I called to order the double cheeseburger pizza and they are out of the cheeseburger pizza sauce. How do you manage to run out of sauce for the promotional item? It seems that you would stock extra. It doesn't surprise me. If it hadn't been this, it would have been the service.
