Hawthorne Police Department:

Your actions in this matter were handled in a cruel and unjust way. Mr. Rosby was more than compliant to your requests-placing his pet inside his vehicle and approaching in a non-hostile manner. His dog was not of any threat to your officers, which if they felt threatened could have used a non-lethal method to subdue the animal. Instead they chose to maliciously gun down the animal in front of all the spectators at the scene and his owner. So my question is...who caused more of a scene Mr. Rosby or the officers in your police department? I demand that action be taken against the offending officers and that a full apology is issued to Mr. Rosby, including compensation for the merciless killing of his beloved pet.



In the case of Goodrow vs Hawthorne, Officer Jeffrey Salmon was one of seven Hawthorne Police Department officers charged with alleged deprivation of civil rights resulting from excessive force, denial of medical treatment and malicious prosecution, stemming from an incident that occurred at a party on July 21, 2006.



Hawthorne Police Department settled the lawsuit for one million dollars in case CV-07-5253 (VBV) on the eve of the trail on US District Court, Central District of California, the Honorable Judge Valerie Baker Fairbank presiding.



The Hawthorn officers responding were accused of beating plaintiff Anthony Goodrow when they responded to a noise complaint at a party. Andrew and his wife Karla Hernriquez Goodrow were both charged and falsely prosecuted to cover up police brutality. The charges against Anthony were dismissed in criminal court.

A nationwide outrage over Puppy Doe prompted a change in the current animal cruelty laws in Massachusetts. Senator Bruce Tarr, R-Gloucester and State Representative Bruce Ayers, D-Quincy worked diligently to propose an updated law that would reflect the seriousness of animal cruelty. The bill passed legislation on August 14, 2014 by both the House and Senate. The bill will become law 90 days after Governor Patrick signs it.

It’s a problem around the country and now the governor of Illinois has signed a bill to prevent it.



House Bill 3388 provides specialized training to officers across the state about how to handle animals.



Cherie Travis has done training with all the Cook County sheriff’s department on animal crime and investigations.



“I think sometimes the police are in a situation where they have to make an impulse, split second decision,” said Travis. “Sometimes they shoot a dog because that’s been their experience.”



The program includes training on canine behavior and nonlethal ways to subdue a dog.



Travis suggests using a fire extinguisher to give a cold blast in a dogs face, or using an air horn. “I’ve seen videos of officers using tasers on a dog.”

this place utterly disgusts me. I live in Canada and I have studied the laws of this state, therefore I know of what I'm speaking on. How dare you have cops who feel superior simply because of the uniform they wear? Since when did "cops" become scared of one dog who did not even attack him, how does that even make sense? It seems as though it's so easy for anyone to become a "cop" these days, I'm saying this because I have seen many things and can attest to this. A "cop" doesn't feel like waiting at a red light at 1 am in the morning so the "cop" decides to turn the sirens on so it can cross the street light and right when they do so they turn the sirens off, just like when the dog was simply barking the cop decides to shoot it 4 times. As a cop you HAVE to learn about sympathy and empathy and this I know for a FACT. Where was the sympathy or empathy? The white man just felt superior as always and some serious consequences have to be done. If this doesn't happen, in a couple of years I will make it happen and will make a difference. Not everyone is eligible to become a cop and it's so easy for anyone to become a cop....what happened to truth and justice in society?

SO the NSA can spy on everything we say or write. But you film the police and they cuff you and shoot your dog. Welcome to a fascist state.

I do not have an opinion on the Rottweiler shooting case in Hawthorne , Ca.. I have watched only 2 videos and still cannot form an opinion from those 2 videos. There is not enough facts or evidence for me to form an opinion. I can't hear everything or see everything on only 2 videos I have watched. I would love to see the rest of the videos that the Hawthorne Police Dept. have over this matter. I am a Dog behavior specialist,groomer, Vet tech, Therapy dog trainer(TPI),AKC Breeder/handler/owner of Rottweilers and trainer. I also deal with people on a daily. Many Clients, friends and handlers r pissed that I won't give my opinion but the thing is ..its not all cut and dry. Everything thing is not all what it seems. I am open-minded , I am not judgmental or predigest. You have to look at the whole picture before u can form an opinion.....just saying!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! Chief of Police, I myself am a director/manager.... although I know it's important to protect your staff, have their back- it's also important to have integrity and be ready to admit when one of your staff has done something wrong. Do your officers not have a baton, or pepper spray or a taser? Could they not have released their "prisoner" and asked him to restrain his dog?? I don't even see that he did anything illegal.... were your officers not busy enough dealing with the criminal barricaded in the house, that they had to leave the scene and walk down the street 3 houses to confront an unarmed citizen and place him in handcuffs.... what threat was he posing to 2 officers carrying M4's?



At the very least, a public apology is necessary, your officers need not to say " we are trained to shoot center mass 4 times to kill" really, does that need to be public knowledge? Whatever happened to Protect and to Serve??? Your department looks incompetent to the public, as they deserve to be. They need more training and the officer that shot and killed that dog needs to be reassigned to duty where he is not a threat to the public. He looks like a trigger happy LEO that seized an opportunity to use his gun because he is too bored of shooting at a range at paper.



Sorry to say, but I hope your department gets a civil law suit and you lose- then lets see if you can afford to keep incompetent officers on your payroll.



By the way, paid administrative leave is not punishment, it's a free paid vacation... like sending your officers to court on their day off- easy overtime. Real discipline for an incident of this magnitude is to terminate and public apology- then require your entire force to attend additional training so they can better deal with perceived threats like this in the future.



If your city is one that appoints the Chief of Police, then I wouldn't be making any large purchases because I don't think you will be in that position much longer unless you show unbiased discipline within your department.

DISGUSTING, absolutely DISGUSTING display of unnecessary aggression against this poor dog - he was only protecting his owner and was keeping at bay. His brutal death shows the inexperience and maliciousness of a man who should NOT be serving in the law enforcement sector. The owner should have been allowed to collect his dog and put him back in the car and roll the windows up. THERE WAS NO NEED TO FIRE 4 ROUNDS OF AMMO INTO THIS DOG. FIRE THIS OFFICER IMMEDIATELY. THIS WILL NOT GO AWAY .

Absolutely disgusting!! We have no use for the Officers that wrongfully arrested Rosby and then murdered his non-aggressive young dog. (the only aggression witnessed was from your officers--thanks to the very viral video, way to go rockstars!) Do your taxpayers a FAVOR and fire them. Hire police that Serve and Protect, not arrogant officers that have no respect for their fellow humans and animals.

More than obviously I would give this police department a zero, on what planet is it ok to shoot a dog ?! Please tell me . That officer obviously has mental issues with feeling in control if he must shoot a innocent 2 year old dog who ran to his owners side out of loyalty. I hope the people of California don't stop until this specific officer is relieved of his duties of which then I could only dream of something as tragic happen to him .

Id give them a zero if I could. These are truelly horrible and unprofessional individuals, I am completely disgusted but unfortunately not shocked by the recent shooting of a dog. I sure hope justice will be served.

Do NOT film the police here. They WILL wrongfully arrest you for it, then execute your dog on the spot.

this police department is unfair, and would recommend anyone to call if they have a problem rather take matter into there own hands.
