Wonderful experience with Dr. Kemper. He saw my son, provided me with an excellent feedback conference that was right on, and then wrote a 24 page report that was flawless, and provided me with all the information I needed to obtain the services from the school my son was lacking. We are eternally indebted to Dr. Kemper for his expertise and wisdom.

I took my child to Dr. Kemper to be evaluated so the school department would provide him with accommodations. My child is a very slow reader and suffers from processing difficulties and is being pushed through school without a quality education. I knew people who were very satisfied with Dr. Kemper's skills in evaluating, diagnosing, and advocating for children so I decided to go to him for testing in 2013. My child was in 5th grade then and now is in 8th grade and still has the same difficulties. Without this report the school department refuses to provide accommodations and now I am forced to have him retested before they will do anything so he sits on an 18 month waiting list. I have called and emailed Dr. Kemper repeatedly over three years requesting a report so I can help my child get the services he desperately needs. All I can say is at one point Dr. Kemper had a pristine reputation and was very well known for excellence in his field. I don't know what happened to him, but he is definitely not the same person he once was. All I needed was his report and I would have fought for my child's rights myself as state law requires he be afforded these services, but for some reason he just flatly refuses to provide one. I have heard that I am not the only person with this problem and Dr. Kemper has left more than just us hanging. It is apparent from past reviews that he has made a habit of receiving payment from Blue Cross Blue Shield (the only insurance company he accepts) and not providing the reports disclosing a diagnosis.
