overcharging by Jim Warren

I hired Jim Warren to replace a water heater. He responded immediately when I called and got me a price for a heater, $290. I accepted this and he came out with it. He told me that his rate was 75 dollars/hour. He used one and a half hours installing the heater and then told me that he wanted $545 for the job. His explanation was that the heater cost 320 dollars, which according to him was 290 dollars plus sales tax. That would give a sales tax of over 10%.

I asked for a copy of the invoice but he would not give it to me. I asked why 3 hours, and pointed out that he had only used 1 and one half. He said that he normally took 95 dollars for the first hour.

All in all I would say that Jim overcharged me by 20-30%. The price, according to our agreement (75/hour plus materials) should have been 290 + 112.50 (1.5 hours times 75)=402.50. Even if you accept his 30 dollars sales tax and the 20 extra for the first hour (which he did not say anything about before he started), it still only amounts to 452.50.

So he overcharged me by somewhere between 92.50 and 142.50.

I called him the next day and repeatedly after that to insist on a copy of the invoice if there should be warranty issues, and also to discuss what I regarded as overcharging. I had intended to get him to do a kitchen and bathroom for me, and wanted to get the overchargine issue straigtened out.

I called in all about 10 times. No answer. Left 3 voice messages, no response. He had my number in his cellphone and did not want to talk, apparently.

finally I got hold of him, but he still refused to give me a copy of the invoice. After I mentioned the overcharging issue he got very angry and hung up on me.

He did the work quickly and professionally. He also did another small job for me and solved the problem effectively. But I will not use him again because of this overcharge and because of his hanging the phone up on me.

So if you decide to use Jim Warren, probably better get a written quote and hold him to it. otherwise you may end up paying a significantly higher price than he led you to believe.
